President Judith Albino has even received a death threat from a "soldier of God" claiming she would be murdered if she spoke at LGBTF studies conference. She went ahead with address wearing a bullet proof vest. Chancellor James Corbridge received a message that called him a traitor for" kissing the asses of niggers and queers." The task force heard about, dormitory harassment, verbal and physical abuse, bomb and death threats, anti gay graffiti, employment discrimination. The school hopefully will be create changes but needs to make sure they will stand up in court. ---------------------------------- DELAWARE ---------------------------------- Marine in fight outside gay bar not charged. Assistant district attorney James Faison of New Hanover County reported Lance Cpl. Louis C. Raith of Lejeune will not be charged for a fight with Crae Pridgen on January 30th. The fight took place at the Mickey Ratz bar. The district attorney did not say why he was not being charged. The Southern Poverty Law Center has filed a civil suit against three of the attackers. The Center files suites over incidents they consider to be hate crime relat- ed, gay bashing, assaults with racial overtones. ---------------------------------- IDAHO ---------------------------------- Candidates anti-Gay position on sign. A bar owner in Rupert Idaho who happens to be running for mayor put a sign outside his business "No special service for gays." His business can not discriminate against people but Gays will not get any special service at his bar. The bar owner says he supports the ICA anti-gay initiative slated for Idaho's 94 bal- lot. ---------------------------------- HAWAII ---------------------------------- LGBT marriage battle in $$$$$$$$ The single most pressing issue for the plaintiffs right now. The situation of Lt Elli Work has civil liberties issues according to the ACLU. The Oregon National Guard reflects the same policy's of the federal Department of Defense stating homosexuality is not compatible with the military. ------- Albany Anti Gay Proposal not on Albany city ballot. The City Council in Albany Oregon voted to not allow the OCA's anti LGBTF measure on the September 21 election. Officials had mistakenly told the OCA the wrong number of signatures required to get on the Ballot. The OCA needed 391 more ---------------------------------- NORTH CAROLINA ---------------------------------- Chapel Hill High School prom opens doors to Gays and Lesbians. A change in the way the tickets are sold has been made which will help Lesbian and Gay students to attend the prom. Students will pay for the tickets as individuals and not receive the discounted that used to be available to couples only. In this way same sex couples will be treated as equals with heterosexual couples. No special treatment or references will be made about Gays and Les- bians avoiding making some people to stand out unnecessarily. The over all prom message is that anyone is welcome to go and have a great time. ------ Sodomy still illegal in North Carolina The crime against nature law makes the practice of oral or anal sex a felony with up to 10 years in prison plus a fine. House committee kills a bill that would have made sodomy legal in the privacy of one's own home. ---------------------------------- MARYLAND ---------------------------------- Change in hiring practice by State Police The Maryland State Police said they will not ask sexual orienta- tion questions on the employment applications. They also said sexual orientation will have no bearing on whether a person is hired or not. This all came after a 25 year old lesbian filed suit against the State Police claiming she was not hired because she was a lesbian. This all came about when a lie detector was used to determine the applicants sexual orientation. ---------------------------------- OHIO ---------------------------------- 190 people march against LGBT rights Approximately 190 marchers went out and demonstrated against certain rights for homosexuals and others. This event also drew 20 supporters of Gay rights. ---------------------------------- PENNSYLVANIA ---------------------------------- A LGBTF, Vision of Hope Metropolitan Community Church in Lancas- ter county is moving this summer from Lancaster to Mountville. About 2 dozen residents voiced concerns. "Mountville won't be a nice town anymore. IF we don't stop it here,it's going to spread to other communities." Residents planned to organize demonstra- tions and circulate petitions to try to convince the church to stay away. ---------------------------------- TEXAS ---------------------------------- Anti Homosexual amendment rejected. The Texas State Senate rejected an amendment attempt to make sex between homosexuals illegal. Texas state sodomy law ha been de- clared unconstitutional by a state appellate court. The state has appealed the decision and is waiting for the Texas Supreme court to rule. One senator said that the sodomy law has not been used in prosecution but only to discriminate. When people apply for jobs and asked if they are homosexuals and they answer yes they are not hired because they are breaking a state law. ---------------------------------- FINLAND ---------------------------------- Tampere Third European Psychologists' Conference will be held in July 1993 in Tampere. Same time the Association for European Lesbian and Gay Psychologists will hold its annual meeting. Within the conference there will be a one day symposium with the theme "Les- bian and Gay Issues in Psychology". Among lecturers are Celia Kitzinger (UK) and Mirelle Ranaivo (France). Turku Nordic Forum 1994 for women will be held in Turku. Over 10.000 women are to be expected to join the forum. His claims center on a recent survey of public opinion on the possibility of homsexual police officers. Mr Banks is a well-known right-wing homophobe who regularly makes way over-the-top statements on these sorts of issues. His current attack does not seem to be given much credence by the media, who are reporting a lot of the criticism of Mr Banks position, as well as some interesting quotes. The debate is centered on a proposed amendment to anti- discrimination legislation that would make discrimination on the basis of sexuality illegal. At the moment there is widespread support for the amendment, with the major surprises being the army and the police union both saying that sexuality is not an issue, only unacceptable sexual activity _while on duty_. Both have made it plain that this covers an sexual behavior, including both hetero- and homo-sex. The Police force proper have finally completed a survey into pub- lic reaction in the police formally allowing gays into the force. They were required to get approval for the questions in the sur- vey from the Statistics Department, but were unable to do so. Eventually they got a waiver of this need, and used a controver- sial survey they had tried to use previously. This had been severely criticised by many people as being designed to elict specific responses, mostly by asking respondents to use their own definition of homosexuality. The actual result they got is still encouraging - support for th4e police fell from 95 per cent to 76 per cent - a drop of only 19%. A major claim by the Opposition in Parliament is that the survey forms had a purported endorsement by the Government Statistician that was in fact cobbled together from a report on a different version of the survey. This could in theory lead to John Banks being asked to resign as minister, but is more likely to lead to him being laughed at. "The Press" quoted Lianne Dalziel (deputy justice spokeswoman for the opposition) and apparently got most of its information from her. What no-one is pointing out is that only 19 per cent of the peo- ple who responded would change their opinion of the police if they had `overt homosexuals' in the force. This hardly correlates with John Banks claim that most New Zealanders are opposed. As well, the survey focussed on issues like "would you want to be body-searched by a gay policeman?", rather than "would you want your burglary investigated by a gay policeman?". ---------------------------------- UK ---------------------------------- Conservative Family Campaign Routed by OutRage! Twenty activists from OutRage! infiltrated and disrupted the An- nual General Meeting of the Conservative Family Campaign on Saturday, 8 May, 1993, resulting in the eviction of the CFC from church premises in Sunnyhill Road, Streatham, south London, that they had hired for the day. Two Lesbians, who had previously enrolled as CFC members under false names, attended the meeting. OutRage! member Lynn Sutcliffe was appointed minute-taker to the AGM and heard how the CFC had been "...very clever this year" and had "...outwitted the gays" who disrupted last year's meeting. Stephen Green, the Chairman, was shocked when, five minutes later, the twenty activists entered and completely took over the proceedings. The group was introduced by Fernando Guasch opening with "Hello Mr Green! Do you remember us from last year?" Then, without waiting for a reply, the activists - outnumbering CFC members by four to one - sounded fog horns, blew whistles, un- furled banners and threw stink-bombs around the room. In the ensuing pandemonium, Stephen Green, the CFC Chairman, at- tempted to escape from the premises, only to be greeted by angry demonstrators outside the building. Thirty police officers, accompanied by dogs, swiftly arrived on the scene. After a heated conversation that lasted for ten minutes, Rev.HT Rowe, minister of the church, arrived. On being told of the aims and ideals of the CFC, he immediately evicted CPC members from his church. In the course of the scuffle, a press photographer was assaulted by a CFC member and his equip- ment damaged. OutRage! members were railed at by irate CFC members speaking "in tongues" and were called "Satanists" and "devil worshippers". Mr Green unwittingly posed by large posters reading: "Stephen Green - Fiction Writer", "Repeal Anti-lesbian Laws" and "Stephen Green Gave My Gerbil Genital Warts", a refer- ence to his 1992 book 'The Sexual Dead End', whic claims that one in five gay men regularly have sex with live gerbils. OutRage! member Rob Archer said, "There is no hiding place for Mr Green. We intend to continue exposing the intentions of a group which poses as a Christian organization, but which seeks to re- criminalize homosexuality". The CFC has actively recruited thirty members of parliament to support its aims, which include quarantining people living with HIV and AIDS, and the withdrawal of all AIDS related funding. Police, acting on in- formation received, raided a house in a South Yorkshire village expecting to find stolen goods. Instead officers were confronted by partying homosexuals in various states of undress. One sported a mask, others were bound in leather. All 38 were arrested and have been released on bail. Charges of gross indecency may follow, although police said no sexual acts were taking place when they entered the house in Hoylandswaine, near Barnsley, from which they removed a "large quantity clothes and sexual apparatus". The law says homosexual acts can take place in private between consenting males over 21, it stipulates a man and a man, not one man and 37 others. ---------------------------------- HARDCOPY QPI ---------------------------------- QPI is being test marketed in Canada. Gaezette publications of Nova Scotia Canada have taken it upon themselves to print up a few copies of the test Zines available at ftp halcyon.com pub/GLU/Postscript. Apparently, in the very near future they are passing a few QPIs out at local watering holes . Gaezette could see the connection of printing and distribution in advance of any prompting from QPI. The idea of the Postscript version is for a combination news action alerts that anyone could copy machine and distribute around the world. Fighting back with technology also means fighting back creatively with a copy machine. ---------------------------------- KINSEY REPORT ---------------------------------- Surveys can not be compared. A recent study by the Battelle Human Affairs Research Center in Seattle. published recently in Time magazine, showed 1% of the 3,321 men questioned surveyed said they had sex exclusively with other men in the last ten years. Dr Reinisch director of the Kinsey Institute reported it's not fair to compare the two re- ports. Kinsey surveyed around 5,000 men. 10% of the men said they had homosexual contact with another man during the previous 3 years. Men who reported only homosexual sex during the same period was at 4 % according to Dr. Reinisch. The Battelle project was not designed to discover how many men were gay rather how many men engage in sex that puts them at risk for AIDS. 30% of the the Battelle group refused to be interviewed because they were asked for their social security numbers place of employment and two references. ---------------------------------- LIBRARY NEWS ---------------------------------- The Seattle Public Library informed QPI that it prints a "hard- copy" version of QPI. The edition is available at the Main Branch and made available to branches that choose to post the news. This library effort is the first version in print available to the general public that QPI knows about so far. The public library will also be subscribing and posting the online version of the Lesbian Resource Center news as it comes on line in June just in time for the Pride festival. The Seattle Public Library will also be in attendance at the LGBT Pride Festival and the Pride March Rally in Volunteer Park this year. They will have booths for all to see the great work they have accomplished and the fantastic information they provide to, for and about the LGBTF communities both in Seattle and around the globe. Zuniga a Persian Gulf War veteran and one of the Army's highly decorated junior noncommissioned officers has come has come out as Gay. Zuniga who was award for saving lives and increasing troop morale as a combat medic and Army journalist in Saudia Ara- bia. The award for boosting morale goes against what the military is currently saying about gays undercutting troop morale. The 6th Army's Soldier of the Year has been honorably discharged for proclaiming his homosexuality at the gay rights march in Washington two weeks ago. ------ Senate stage play Thurmond wants sodomites arrested Strom Thurmond at one point argued that only gays perform sodomy. "Heterosexuals don't practice sodomy," he shouted. Laughter from the audience. "Sodomy is against the law. Why shouldn't they be arrested?" Nunn, who opposes ending the ban, clashed with Kerry over the issue of lifting the ban and changing the Uniformed Code of Military Justice, which says sodomy is against the law??? ---------------------------------- OCA AMENDMENT ---------------------------------- The Constitution of the Sate of Oregon is amended by creating a new section to be added to and made a part of Article 1. The new section shall be known as "The Minority Status and Child Protec- tion Act" and will read as follows: Section 41: Minority Status based on Homosexuality Prohibited. (1) In the State of Oregon, including all political subdivisions and government units, minority status shall not apply to homosex- uality; therefore, affirmative action, quaotas, special class or special classification such as "sexual orientation," "domestic partnerships" or similar designations shall not be established on the basis of homosexuality. (2) Children, students and employees shall not be advised, in- structed or taught by any government agency, department or polit- ical unit in the State of Oregon that homosexuality is the legal or social equivalent of race, color, religion, gender, age or na- tional origin; nor shall public funds be expended in a manner that has the purpose or effect of promoting or expressing appro- val of homosexuality. (a) The State of Oregon, political subdivisions and all units of state and local governments shall not grant marital status or spousal benefits on the basis of homosexuality. (b) The State of Oregon, political subdivisions and all units of state and local governments, with regards to public employees, shall generally consider private lawful sexual behavior as non- job related factors, provided such factors do not disrupt the workplace and that such consideration does not violate subsec- tions (1) and (2). (c) Though subsections (1) and (2) are established and in ef- fect, no unit of state or local government shall deny to private persons business licenses, permits or services otherwise due under existing status; nor deprive, nullify or diminish the hold- ing or exercise of any rights guaranteed by the Constitution of the State of Oregon or the Constitution of the United States of America. (d) Though subsections (1) and (2) are established and in ef- fect, this section shall not limit the availability in public li- braries of books and materials written for adults which address homosexuality, provided access to such materials is limited to adults and meets local standards as established through the ex- isting library review process. (3) The People Intend, that if any part of this enactment be found unconstitutional, the remaining parts shall survive in full force and effect. ---------------------------------- SKIN DIVING ---------------------------------- LGBTF Skin divers from across USA and Canada will be gathering November 6 through the 13th on the island of Bonaire. They will be participating in the Diving for Life Scuba Jamboree. The monies raised will be donated to AIDS organizations. This event is charitable tax deduction for all participants. For more information about Diving for Life '93, contact Patrick Kelly at 212-366-9079. ---------------------------------- STEVEN FARMER HIV HORROR STORY ---------------------------------- H I V = P r i s o n King County Prosecutor's Campaign to Criminalize AIDS: The Chronology of Events May 21, 1987. Steven farmer, a 31 year-old gay man, is arrested at his apart- ment. He had been with a prostitute the night before who claimed to have been raped. During the arrest, the police confiscated a shoe box containing photos of nude men, a Polaroid camera and sheets off Steve's bed. The photos show no faces or sexual ac- tivity, and there are no photos of the prostitute. Steve believes the arrest was instigated by the prostitutes pimp because he had not been paid. The pimp had threatened Steve the previous night. The prostitute said he was 18 years old Though AIDS would play an important role later in the case, the activity in which they engaged could not have spread the virus. All testimony and court evidence supports that truth, though Re- becca Roe continues to infer that Steve is an out - of-control sex offender because portraying him as such serves her career am- bitions. Later discoveries reveal that the young man, who ack- nowledged in a media interview that he indeed had not been harmed, was 17 years old. June 1-4, 1987 Steven appears four times for arraignment before charges are brought. Eventually he is charged with "exploitation of a minor" (photographing), a felony. The prosecutor's office finds no evi- dence of rape and, therefore, doesn't bring that charge. Steve is told by his first attorney that the prosecutor's office has been looking for a gay sex offender with AIDS whom they could use to demonstrate to the public the fine job they are doing in protect- ing the community. Steve is released on he personal recognizance. Note if you can not wait, the entire story is available at: ftp halcyon.com ---------------------------------- THIRD REICH ---------------------------------- The Nazis marched into the arena to combat homosexuality by pro- paganda films, decrees, repressive laws, prison sentences, incar- ceration in the harsher camps, and finally, by a campaign to bring the sexes together. In the autumn of 1934 the Gestapo re- quested local departments to submit lists of all persons known to have engaged in homosexual activities (they took serious notice of mere suspicion). In 1935 they incorporated even harsher inde- cency provisions into the penal code. They also began a smear campaign against the Catholic Church, attempting to tar all pri- ests as homosexuals. Between 1934 and 1938 the prosecutions for sex crimes in all areas rose, but it rose by 900 percent for homosexuality! For homosexuals, of course, prosecution was in- distinguishable from persecution. They were predestined as con- centration camp fodder. Paragraph 175, a sixty-five-year-old law, punished sodomy. The strengthened statute of 1935, known as Paragraph 175a, made nine possible acts punishable for homosexu- als, including an embrace and even homosexual fantasies. A man's intentions were more important than his actions in determining guilt. Under the 1935 legislation, one court brought in a ver- dict of guilty against a man who when apprehended for watching a copulating couple in the park confessed to having watched only the male. The campaign reached its height with the publication by Himmler in November 1943 of a decree laying down the death penal- ty for any member of the SS or the police who engaged in sexual rela- tions with another man. Most of those who escaped the death penalty ended up in the concentration camps. Himmler is supposed to have had his own nephew executed at Dachau for homosexuality. ------- Konnilyn G. As a critical step toward that goal, the World Conference on Human Rights must examine the failure of the United Nations to integrate women's human rights into its human rights programs, and endorse measures to remedy this neglect. The UN's expert and political human rights bodies have ignored many egregious violations of women's human rights. Violations that affect women disproportionately, or take specific forms based on gender -- such as rape, restrictions on women's legal capacity or constraints on access to food, -- are frequently overlooked or characterized as social or cultural practices beyond the scope of human rights standards and imple- mentation procedures. National and international procedures for implementing guarantees of gender equality remain weak in the face of systematic gender discrimination in family law and family life, political and public life, employment, education and health care.
