BOX 671054 DALLAS, TEXAS 7536 (214) 739-9000 ______________________________________________________________________ The impeachment process provides a means of monitoring and checking misconduct by a "civil officer" through the use of legislative forum. The Constitution makes it clear that this process is not intended to be an action executed through the court system. The Constitution also places the responsibility and authority to determine whether to impeach and to draft articles of impeachment in the hands of the House of Representatives. A number of means have been used to trigger the House's investigation. THE IMPEACH CLINTON CAMPAIGN IS USING THE PETITION FORMAT We will present millions of voter petitions, signed by the voters, to the House of Representatives and the Senate. This petition will trigger the Judiciary Committee of the House to draft articles of impeachment against President Clinton. The matter is then presented to the Senate for trial. Under the Constitution, The Senate has the unique power to try an impeachment. The decision as to whether to convict on each of the articles must be made separately. A conviction must be supported by a two-thirds majority of the Senators present. A conviction on any one of the articles of impeachment brought against an individual is sufficient to constitute conviction in the trial of the impeachment. Should a conviction occur, then the Senate must determine what the appropriate judgement is in case. The Constitution limits the judgement to either removal from office or removal and prohibition against holding any future offices of public trust under the United States. The precedents in impeachment suggest that removal can flow automatically from conviction, but the Senate must vote to prohibit the individual from holding future offices of public trust, if that judgement is also deemed appropriate. A simple majority vote is required on a judgement. Signing the petition for impeaching President Clinton goes far beyond calling Washington or writing letters expressing your opinions. This is a legal process that gets right into the legislative process. It makes you a lobbyist. It makes you a part of a lobby group that has direct influence over the lawmaking process of the United States of America. The more signatures, the stronger the lobby. Our goal is somewhere between 10 and 20 million signatures. It will take a lot of energy and money, but it is well worth it. We can't let this administration set the precedent it is well on its way to setting. We must set a precedent of our own that tells government just where the true majority stands on homosexuality, rising taxes, the deficit, and the total disregard the Clinton administration has for law and order. Just one example is the health issue. A federal judge has ordered Hillary Clinton in violation of law on forming health policy for the nation. She continues to do so because President Clinton will not uphold the law on this issue or any other issue. He has complete disregard for upholding any laws that interfere with his agenda and completely disregards any group that opposes him. He slanders and disregards these groups as being radical and self serving. We are talking about the health industry, the pharmaceutical industry, the retired military groups, and most all church groups. The only group he fully supports and spends valuable time promoting are homosexual groups. This is completely demoralizing our military. What a disgrace. He completely undermines the confidence of most every group in the country. Please sign and circulate the petition form. Make copies and distribute them to other circulators. A postscript copy of this petition is included in file Impeach.ps. This file be printed on a postscript printer that accommodates legal-size (8.5 by 11 inch) paper. If you have trouble printing legal-size on your printer, then the file Impeachltr.ps can be used to print the form on letter-size paper.
